Computer freezing help!

About two weeks ago, I started having some issues with my mouse and keyboard while in general use and playing games. the input of the key board would hold (i would stay running in the same direction and no other inputs were registered) and while typing papers it just wouldn't show any input. at the same time, my mouse clicks wouldn't register. i can move my pointer and it was a little laggy but still movement is registering. the freezes last for anywhere from 2-10 seconds. the picture does not freeze btw. I thought maybe it was just because they were both wireless and something was going wrong with that. but my wireless headset was not showing any signs of lag or disconnection. i hadn't downloaded or installed any new programs but some drivers had been upgraded. i reinstalled those but nothing changed.
so it was time for a new keyboard anyways and i've always had trouble with the keyboard with general disconnection. so I upgraded to a wired keyboard. still the problem persist though. now i was thinking that it was more on the software side now. I updated my Logitech gaming software (Headset and mouse are run through it), my USB 3.0 drivers, and BIOS pretty much anything i could think of but nothing has worked with that.
just recently i was watching netflix and the picture was freezing for about the same duration as i was noticing with my KB and mouse. sure enough when the picture froze, my KB and mouse lost input. i continued to press my mouse and after a few clicks on the same freeze and beeping would occur for every mouse click. i checked the event log, hoping the beeping would register something but nothing showed up. so i reinstalled my graphics drivers through the nvidia experience and this seemed to help and the freezes stopped. but upon restart of my computer they were back.
I've checked everything i thought of
-ran anti-virus (Norton)
-took off overclock (GPU and CPU)
-uninstalled any new programs
-no event logs
-tried different keyboards, mice
-tried different USB ports
-unplugged non essential ports
i probably did a few other things i cant remember but as you can see i really have checked about everything. I couldn't find anything similar on forums or anything so that's why im here. I usually can figure these things out by myself but this one has me on my knees at this point. id hate to do a recovery but it looks like i might. I'll redo anything if you insist that it could possibly be the reason, i could've missed something.
someone said something about possible static build up, my comp is on carpet (I know its bad), and that a hard shut down would release the static and it would be good but that wouldn't explain as to why the lagging goes away when i reinstall my graphics drivers. i do get up and down often but my comp is over ten feet away as it is set up as a entertainment center.
