Need some help

I have a Dell Inspiron 1450 laptop, running Windows Vista. The past few days pages have become very slow to load and some things don't load at all. It 'feels' like something is running in the background but I don't know how to check for that. I use the programs Super Anti-spyware and Malwarebytes faithfully. Using Avast as well. Nothing out of the ordinary has come up on any scans. I even used system restore and that didn't change anything. Now something else has developed. When I want to download something there is nowhere to download it to. It always prompts me where I want to save it to and before it would just do this via Windows or whatever it was that just did that type of thing. Also things I had downloaded previously before these problems are now in my Windows Photo Gallery which is way odd to see files and such there. I called my internet provider tech support and they were of no help and suggested the slowness of my computer was because my cordless phone was to close to my router, which it has been in the same place for years. I'm at a loss as to what to do and hope you have can offer some help.
