Proxy server isn't responding, Help!

I hope you can solve this problem.
I ran Wise Care 365 on Friday & I have not been able to get on line since.
I get this warning: "Proxy server is not responding" I did a system restore.
A message comes back saying: "System restore did not complete successfully.
Your computer's files & settings were not changed.
You can try again with a new restore point.
If you see this error again you can try an advanced recovery method. The first method replaces everything on the computer with a backup or recovery image.
This is a drastic measure I would not like to go though. What else can I do?
Just tried system restore again. Did not complete successfully again!
Now says: It failed while scanning the file system on c drive. The file may be corrupt. You may try System restore after running chkdsk /R on this disk. An unexpected error occurred during System restore. (0x8000ffff)
I then ran chkdsk /R on this disk.
Can't check because disk is in use. Schedule Disk check to run next time windows boots up.
I did this 3 times the disk was not checked.
What can be done?
