My PC, IBM 8189 E1U Desktop, running XP Pro HP monitor keeps going to sleep after a few minutes after i turn it on.
Checked cables, ok.

These on screen message tend to confuse folk. The monitor going to sleep is when the PC has shutdown or failed in some way.
Let's cover the basics. Did you clean your PC every year? Example at link to follow.

Or one from the PC? Since you do your own PC repairs, look to cables unplugged or video cards unplugged. Your posts are a bit lean. Such as does the PC seem to boot?

Sorry, what else do you need?
It boots okay and i can go on the net and it's okay for 10 mins or so then I get the 'monitor going to sleep'

OK, so either the PC or the monitor looks to be failing. I'm guessing you don't have it set to turn off the monitor in 10 minutes in Windows so for this round we need a PC and/of another monitor to see what's at fault.
Your story is still slim. You didn't tell if you found an entire load of cat hair and rodent droppings in the computer. Well I exaggerate. Any clue is better than none as I'm not there to see what you saw.

It was dusty, I cleaned it with canned air, then the monitor kept saying 'no avi input' now its just a black screen PC info and every says passed or shadowed except the keyboard which says 0211 keyboard error. I can't get out of that screen until I restart it and it goes back to the black screen.
I think I'm just making it sicker, maybe I should just shut it off and pray.
That clue points me to a PC failure.

I'd see if the keyboard lights flash and using the IBM/Lenovo keyboard see if I can get to the BIOS to load the defaults.

Loaded defaults? Did that first thing.

Couldn't get to that screen right from the start or I would have tried it.

You need anther PC and monitor to figure out if it's the monitor or the PC.
