Help! Is the 2nd rebuild of my new desktop PC a downgrade?

I recently upgraded my computer by having it built for my specific needs. When I explained what I wanted, they suggested the first list of specifications, which is what I have paid £360 for. The second list is the actual system specs. However, this was 2 months ago and I have been having problems with my new computer ever since. After several attempts to isolate what was causing continuous problems, they rebuilt another computer for me. The new specs for this one do not seem as good as the previous.

Therefore, I would be extremely grateful if someone could look over and compare the information for me and confirm whether or not I have been scammed?

I should add that I already had the additional external 1TB hard drive. Many thanks in advance::

This first list is copied from their own handwriting as the initial suggestion, so there may be some slight errors. The specs I purchased, as recommended are:
