Whats the bar at the bottom of page that has a red g in it

The only place it shows on my computer is within the CNET pages (not all of them). It's a short black bar that has CNET in it on the left and a red "g+" in the center.It has a X on the top right that doesn't respond. It is only on 1 of my computers and prevents links from working on the tech tracker page and won't allow me to change my profile settings. I can't get rid of it.
I'm using Windows 7 Ultimate 32 bit on my Toshiba A135-S4527 Notebook. I've scanned with Malwarebytes and SuperAntispyware while the window was open that had the black bar on it and neither found anything. I've looked in add-ons and accelerators and it's not there. I've logged into Google + and see nothing about it. I've been logged out of Google + and it is always there.
Right clicking on it only allows access to the page beneath it. Please help me get rid of this.
