Do i need the recovery disks for my HP laptop if i buy a new

My hdd in my hp laptop fried. I bought a new toshiba drive and formatted it with my windows 7 64 bit repair disk. I also bought windows 8 system builder for the new drive, but my computer wont boot off of the windows 8 disc. do i need HPs recovery discs or is it still possible to fix my computer with only the windows 8 disc?? Also, I do have the BIOS set to boot from the cd drive. thats why im able to use the windows 7 repair disc. When i use the windows 8 disc it says "no bootable device"

Inexpensive way to get you back up and running in case of real hard disk disaster/failure.
