I can't scroll down on laptop, pops back to top

I have a Panasonic toughbook cf-51 running widows xp home. It's strange I can't scroll down on anything it just jumps back to the top. Even when I press F2 during boot and go into set-up I can't choose anything but the top item. I reformatted the drive and re-installed windows and during the windows setup I can't scroll down to even set the clock to the right timezone. When I typed in the computer name it typed backwards. Has anyone experienced this or know what could cause it?

It was a stuck key. The troubleshooting was to unplug the keyboard (it's a flat ribbon cable) and try some USB keyboard. If that doesn't cure it, then it's a motherboard fault and we change that.

Thanks, I pulled the keyboard out and no more scrolling problem. Now I'm gonna try cleaning it or find a replacement.

Keyboards here run from 25 ish to a backlight unit at 80 bucks. YMMV.
