How to Fix picture on LCD Tv as monitor

So i recently got rid of my old monitor and decided to use my 19 inch insignia LCD TV as my new monitor. I have it connected with a SVGA cable since my computer doesn't support any thing higher.

At first the picture wasn't too good because i hadn't touched the resolution. After messing around with the resolution i finally found the best i could at 1360x768. Thats the highest i can get it to be supported anything higher or anything above 768 wont work. So everything is fine with this resolution exept for the weird shadowing i see next to text and icons. here is what im talking about. look at the ring around the right side of the firefox symbol.

NATIVE RESOLUTION of your TV?

Unless I am wrong it is a 720p format so the native resolution is 1280x720 pixels which should eliminate your artifacts. Most computer monitors are higher-resolution than even the
highest-resolution TVs, meaning you lose resolution quality and working
room. Consider this before using a TV as a computer monitor. If you want more on the screen graduate to a 10801 or 1080p TV which will have a resolution of 1920x1080 pixels at 60 Hertz
