All USB Ports not working on Dell 610 laptop

Can anyone help with this mystery? I have an Dell Latitude d610 running WIndows XP with all USB ports not working. I have tried uninstalling the drivers and rebooting so that the correct drivers are reinstalled but the problem persists. All driver updates show that the drivers installed are up to date. In the Device manager an exclamation point is shown beside all USB ports. The computer ports all seem to be in good repair physically. (There are 4 USB ports and I previously wasn't even using some of them.)
