Get a new case and a screwdriver. Move the disk from the old case to the new case. Then, if you're lucky, it works again. If not, you lost your data unless you pay a data recovery company to get them back.
Remember that, while an external hard disk is a great tool to move data from one location to another, an a quite acceptable tool to store a backup, it's a bad device to store the only copy of some file. It fails too often for that. But, if you have another copy somewhere, you won't lose anything.

In a new case. Or in a desktop. If it's still spinning that usually is enough.

Next time, I will keep two copies for my important documents.
(when the data+power cord plugged in USB port, the light is on then off and I hear the sound tic,tic,tic,tic ..- I will try to recover the data).

Ticking can mean a power issue. Try a powered USB hub and/or a USB Y-cable (connects to 2 USB ports to double the available power). An external case with a power adapter might be a solution also.
And maybe, if it's a laptop, it helps to not run the laptop from the battery but connected to the mains via an adapter.
But, alas, ticking can also mean the disk has gone south.

USB power is 500mA and maybe less under laptop battery power OR if the cable is not the one that came with the USB powered drive.
USB Y Power cables are a good thing to try.
