What Can I shut off in MSCONFIG?

I am using a laptop (Solid State Drive with 4 gigs of memory) exclusively and for no other reason, to stream live video to the internet. It works very well but, what program and services can I shut off in MSCONFIG to maximize my CPU performance.
Here's my scenario:
Up to 5 miles out at sea, an analog signal closed circuit camera feeds to a analog to digital converter (Pinnacle) that is sent to my on-board laptop running Windows 7 Ultimate, via a USB connection. I then use the USTREAM and EASY TETHER program to send the signal to a Verizon Droid 4G (which is the modem for this broadcast) which then uploads the USTREAM picture to the internet. The reason I use this scenario is that the picture I am broadcasting must be very mobile because it is from a large tournament charter boat that cannot broadcast a live fishing event any other way. The picture lags a little, I am thinking because of the non necessary background programs and services. Any suggestions?
