You really haven't fixed this PC in order to assure it's ready. You're accepting it at face value. Whatever the use was before you brought maybe still active and/or any start-up or boot-up setting could be at work. It may have too much going on and at your level of expertise it's best to restart from scratch, totally redo the whole system. BUT!!! you don't have the OS and and/or gotten the basics the drivers, etc. for such a task. So, you're trying to correct issues that are better being wiped clean and reset the system, afresh. Otherwise, you'll be coming back and forth to resolve whatever pops-up. Since, this is also an IBM PC, they tend to have bios setting that could interfere or unless reset need to verify what they are. You'll still need a service pack SPx depending on whatever OS version you get, the final SP is SP3. That can be gotten from MS download website or google XP SP3 to get it from MS.
As for your www service/ISP, it maybe when you're on some website because you've a dated browser it just won't work right. Try Firefox or Chrome to see if that helps and make sure it says, finished or complete when done. If these still won't work right, then a possible OS issue could be at work, or your security could be at fault to. But, again, you don't report what the heck that is. It boils down, you're better off reloading the OS, drivers, updates and then the pgms. you need. Sorry, but this seems to be where its going.
