Why wont installed programs like itunes and skype open?

I have a dell studio 1535 laptop. 4.00 GB RAM 2 GHZ. Windows 7 Ultimate. I can get online using internet explorer 64 bit but my 32 bit wont work i dont know if thats related. Whenever i try to download something it asks to make changes to the computer and when i accept nothing happens.

There is a lot of malware out there.

Hi technoless
I am Arun, I work for Social Media and Community at DELL,
Could you please let us know which version of IE you're using? If you're using IE 8 try updating to IE9.
If you already have IE9 then try resetting IE9; please follow the link for resetting IE http://support.microsoft.com/kb/318378.
Check if you're still facing same issue, we also suggest if you have any other browser like Google chrome or Mozilla Firefox, use these browsers for downloading and check if the download works.
