Issue getting to get to a certain webpage on my wi-fi

Hi, I recently registered get a website hosted to test some servers(LAMP) for app development. My site is inaccessible by me more than not. When using my wi-fi(on laptop or on android device) I can very rarely get in(when I can, I can on all devices). I can access it using a proxy 100% of the time. How can I stop my wi-fi from preventing me access for the part of the time when I can't get in? Any help would be greatly appreciated as this seems like a great service I would like to use.

Proxy? Very odd.

Did you try to access it by it's IP address? You didn't tell.

I cannot as it is an ip hosting multiple sites and any methods i use to find it just gives me the general ip address.

When I admin any site, I never have to use a proxy. Maybe you should go without that?
