Safely Remove Hardware Device is Still Running 'Selective'

Hello!
I've been having a few problems with the Safely Remove Hardware feature with my parents' Windows 7 computer. The feature seems to be getting selective on USB Devices, for some reason.
For example, there are two USB Pen Drives that my mother uses for her schoolwork. She plugs them into the PC via USB Hub, like the one shown below:

While using these two, specific drives, the computer will say "Device is Still Running" whenever she or I try to remove the Drive with the Safely Remove Hard Drive function. I have tried it both from the icon on the Start Menu Bar, and from using the Eject option when right-clicking the drive from Computer/My Computer.
I've always pulled up task manager and ensured that the programs that were open with files on the drive were shut.
Every other drive have been fine. It always works just fine and we never get this error. It's only these two drives, where problems occur. Yet, when I was discussing this with her, she said the computers at her school, which also have Windows 7, don't have this problem with these drives.
Could the problem be the hub? The Computer? Any help would be appreciated.
