There are a lot of programs that allow you to download videos from YouTube and was wondering is it safe to
do this????

I wish there were other pay sites like I-Tunes where you can buy videos legally
but there isn't.
Why does Apple have the monopoly on this and Microsoft has nothing????

Sorry but something is lost in translation here. As you read the forum policies we can't discuss getting around or helping others break such an agreement (and it's likely no small coincidence since this is a CBS site?)
MSFT is working on this as you see the BN acquisition.
And you never buy the video. That is, you did buy the right to view it but looking at the agreement you can't use it for public display or to use in your own video.
Go figure if folk are willing to risk it by doing such a thing.

It seems there is/was a way to buy such things? It seems to be a bit of a mystery you can explore.
Did you look at less onerous sites like http://creativecommons.org/videos and http://archive.org/details/movies
I couldn't tell if you were stuck on Youtube.
