1. It does this all the time, whether or not I have anything plugged in.
2. Definitely not; I remember specifically commenting when I got it on how fast it was! (It's a Toshiba Portege, if that helps.)
3. How would I know if this is the problem/what to do about it?

Your usual investigation goes something like

a. install HIJACKTHIS
b. Research each line and see if it's needed.
c. Look for conflicts such as Spybot's Teatimer and McAfee (just one of thousands today, this is just ONE example.)

Remember that we can't get specific with the slim details so far.

From RUN type in MSCONFIG, press enter, click on START UP and see if the issue might be there, perhaps too many items set to run at start up, uncheck unwanted start up items, then reboot.

I can't explain why they went away from the start button but if I click the Windows 7 Orb and type in MSCONFIG something interesting happens.
