win7 system restore wont run plus multiple related issues

Sorry this is a little long, but I want to describe the whole situation.
It started when a program (just a game, nothing system related) would not work properly, so I tried to uninstall it. The windows uninstaller would not come up at all, so eventually I tried deleting the games key files manually to force an update, but then recycler just sat there spinning doing nothing. So I tried to shutdown and restart explorer to get rid of it (which has worked in the past) but this just locked up task manager. I even tried using programs like shredder to get rid of the desired files. This whole incident has made me realize that I am unable to uninstall ANY programs, and whenever I try, things just keep locking up. So I figure I must have a really nasty virus screwing with my system and start up the scanner (I use Avira). 20 minutes later I realize that the scanner is just sitting there not scanning files, so I try to download spybot and malware bytes (the two top rated spyware/malware programs on cnet) and they wont install. I am now unable to install or uninstall ANYthing whatsoever. I can still run normal stuff like firefox and games and whatnot, but I cannot do anything important to fix the system. So I decide to try a system restore, but even that wont come up at all. I never get any kind of error messages, things just either spin idly, or dont start at all. I have gotten a blue screen with no specific error code a few times over the last month or so.
Yes I am running things in admin mode, and yes all my drivers are up to date. I have no restore disks of any kind, they did not come with the laptop.
