Difference between smart phones and desktop CPUs

Nowadays you hear that , for e.g. the Samsung Galaxy S II has shipped with a 1.5 GHz dual-core CPU. I would like to know is this CPU as powerful as, for e.g. an Intel 1.5 GHz CPU which is used in desktop PCs or there is other criteria for comparing these two types of CPUs?

The short answer is that ARM CPUs, like used in cell phones, sacrifice performance for power savings. So performance of an ARM based CPU is probably 60-70% of that of a comparable desktop CPU from Intel or AMD at the same clock speed. Which is fine for something like a cell phone, but might not be quite as good for a laptop.

There's also the fact that programs written for ARM CPUs cannot be run on x86 CPUs from Intel or AMD, so that makes it quite a bit harder to really compare the two. It's not quite an apples and oranges comparison, but pretty close. Maybe "regular" apples compared to crab apples or red apples and green apples.
