Files Will Not Stay Deleted

I have a desktop Dell Inspiron 530 E4600 2.40GHz with 3.00 GB RAM running Windows Xp Pro SP3.
Recently I have been running into problems with low disk space messages so decided to clean out my C Drive. There were 2 video files (mpg) adding to over 6GB from TV shows I had recorded, which I no longer required, so decided to delete them. I have deleted them a number of times (using the Shift key to stop tme going to the Recycle Bin - probably too large anyway) but these files keep returning after re-boots.
I even deleted them with a File Wiper component from Ashampoo's WinOptimiserer 5 program with no success.
I cannot afford to have these files reappearing because the lack of disk space is causing my User Profile to not get loaded sometimes with all the consequences of unattractive displays and fonts from the Default Profile that gets loaded.
What process should I use to ensure these deleted files do not return?
P.S. I have 2 physical hard drives - 320 GB and 160 GB. I partioned the larger drive on purchase into C and E drives but mistakenly only put 40 GB on the C Drive planning on only having Windows and other C dependent applications on it. I may have to re-merge the C and E partitions using a program such as Partition Magic. I do take regular full images of all drives, C,D and E every 2 weeks using Acronis and save them to an external hard drive as a safeguard.

Even though you see the files disappear, there have been some cases of software locking (or using) the files, usually you will get a message informing you they cannot be deleted.
My first guess is that even though you see the files disappear they in fact are not, explorer just assumed they were since you gave the order, however, I guess when using some other form of exploration (like DirectoryOpus) it will still show you the files.
Furthermore, I would suggest booting in safe mode, to make sure there are no foreign programs locking your files, deleting them and see if they 'return' after reboot (in normal mode).

I have never had any message indicating the files cannot be deleted. At this time I have "deleted" the files in the normal manner, they are now not showing in Windows Explorer and I have 11GB of free disk space on C Drive. I will try the Safe Mode delete the next time the files re-appear. I will also try Directory Opus which I was not aware of (there is a free trial period).
The video files are opened and played with Windows Media Player - I will also see if that program can delete them.

What application is being used to play these files and have you attempted to delete the files from the application?
