Smart Blur Filter Lost

Can't open Smart Blur Filter...had it last week.
Shows in External drive but does not come up when I use PS Filter > Nothing.

Power Mac G4 (AGP graphics), 400 MHz, Memory 1.38GB SDRAM, OS 10.4.11 and OS 9.2.1Machine Model: PowerMac3,1, Dell Ultra Sharp 2208 Wide Panel w/HeightAdjustable Stand, 22.0 Inch, LaCie 500GB D2 Quadra V2 7200 HDD/B-ZML.ScanMaker 4, Photoshop CS and Photoshop 7.0.
