Computer Screen Off Center, Can't see icons or scroll bar

I have a PC with Windows XP. Don't know the model number because I can't access the directory.

Neighborhood lost power this morning and my computer went back up with the screen off-center and no start button or other icons to access.

Can't see how to access the control panel, Dark on left, no bar on right.

Desktop icons visible and everything else works, but can't see up and down scroll on right on anything.

Does the CRT display (you didn't tell) have the usual left-right, and size adjustments?

It is old and has happened before. no. CRT is aff center and can't see any of the usual icons: how to find my programs, sign off, etc.

All the CRTs I owned have adjustments for this.

The adjustments are on the CRT so once we get a make and model for the CRT, someone will note how to adjust that.

Cathode Ray Tube TV/Monitor.

Does your monitor have buttons on it to adjust Left/RIght, Up/Down alignment?

My LCD Monitor has those buttons as well.

Look at the back of the monitor

Look at the back of the monitor for a brand and/or model number. You don't need the inf data.
By the way, most monitors have a few, to maybe a half dozen, buttons on the front or side of the case. One of those buttons usually is the "self calibrate" (or "auto adjust") button which will usually get all of the sides of the projected image centered on the screen. Try each one of the buttons, it should only take a few seconds per button press to know what each does. It won't hurt.
