"No Boot Device Available" with brand new hard drive.

I recently got a dysfunctional computer from a friend claiming the board had problems. He had obviously taken the hard drive before giving it to me since prices are skyrocketing for them. So I bought a new one and correctly put it in the computer. CD boot is number one on the sequence and it always gives me the no boot device available message. Is there any other possibilities other than that the motherboard is not working properly? Also, can anyone actually give me some specifics to look at? I feel like investigating the problem as opposed to simply saying "oh well, this doesn't work" and go buy a new board. Thank you for your time.
