Why do I get 'This website is currently unavailable'?

Okay, here is my problem:
My Dell Inspiron 1720 is about 4 years old. Over the last few month I have started getting this weird problem where at some point I can't access any sites anymore. It just says "This website is currently unavailable."
I don't seem to have a virus (ran several virus scans). It does not depend on one website, it just effects all. It does not matter which browers I use (have tried Chrome, I-net explorer, Firefox, Safari). It also does not have anything to do with anyother of my wifi stuff (modem or whatever that thing is called) because it is totally locational independent. It has happened at home, at friends places and at public places.
What I usually end up doing, since I am a junkie and can't live without my internet, is that I use this little switch thingy on the side of my laptop which turns my wifi off, then I turn it back on again. The problem goes away for 5 seconds and then it starts up again. The strange thing is that is not always like this is just randomly starts at some point. Usually starts by not being able to load websites fully.
Is my computer just old and this is a normal problem that I have to start dealing with and then just eventually get a new PC or is there something that I could do to make it go away?
