Why does my computer keep going into Power Saver Mode?

Monitor shows "Entering Power Saver Mode" and computer does not boot up correctly. (Shows 1, 2 3 on the front panel, and then two short beeps.) The message on the monitor only shows for about 5 seconds and then I get black screen. Have changed all settings to "Never Off". This has happened several times in the past two weeks (when the computer restarts due to Windows updates or crashes, as I normally never shut it off.) Weird part is that when I disconnect absolutely everything from the tower (Dell Dimension 9200; also Dell Monitor) and bring it upstairs to my husband's computer, use his power supply, connect his monitor and keyboard, it starts up fine. Then I bring it back downstairs and reconnect my peripherals, and all is still fine. Have done this several times (the swap), and it works every time. Can't figure out why to my husband's peripherals solves the problem. Any clues, as I am totally clueless and can't seem to think of the connection.... What causes a computer to go into this Power Saver Mode?
