First off, based on the dozens of Toshiba laptops I've repaired, there's a bit of a trick to booting to the HDD recovery partition.
You need to first shut the system off completely, rebooting won't cut it. It needs to be completely off. Then you HOLD DOWN the 0 (zero) key BEFORE you press the power button, and DO NOT LET UP until you see the Toshiba logo come up on the screen. Sometimes I'll hold it down an extra second or two after, just for good measure.
Most of the systems I've worked on are much newer than yours, so I can't guarantee this will work. There may not even be a recovery partition on your system. In which case you'll need to call Toshiba to get replacement media since presumably you cannot find yours or you'd be using it already.
