Icons out of place

I have owned many computers with many different versions of Windows. I've encountered the same problem with every one.
I like to put my desktop icons in a certain order so that I always know where everything is. That works fine for awhile, but every now and then Windows decides to move them around to different locations. There used to be a free software that would reset my icons, but that stopped working several versions of Windows ago.

Does anyone know why this happens and how to prevent it?
