Graphics card for streaming video

OK, here's what I would like to do - take streaming video downloaded to my computer and send it to my Samsung HDTV through the computer. My HP DC5100 has PCI slots and a PCI Express x1 slot. Since the computer is a small form factor I would need a low profile card (I am assuming the integrated card won't render streaming video well).
Now, I can find low profile graphics cards for PCI express x1 slots. But does the architecture of the motherboard prevent streaming through the card to the HDTV? I can buy a good card, but it won't do any good if the computer is questionable I guess. My power supply is 230 watt, so I would have to change power supplies perhaps. Do the passively cooled board use less wattage?
