Why is my graphic card fan running all the time.

I this supposed to be like this? I mean I understand the fan running when I'm running intense game or something but the graphic card's fan runs all the time. When I'm web browsing or doing nothing at all it still runs max speed. And the sound is really loud.

The weird thing is when I'm running light graphic app like warcraft3 or something the fan tends to slows down significantly.

I have Radeon 3875 and runs vista. Is there something I can do about the fan?

Do you have the latest drivers installed? Generally speaking, the default mode for devices with active cooling is to have the fan on full tilt all the time. That is the safest possible mode if it can't get data from the sensor telling it what the temp of the GPU is.

So the first question, is do you have the proper drivers installed, and are they giving you any idea what the GPU temp is?

I have catalyst 9.12 and I'm pretty sure its the right one for my card. The driver says temp is 47 C and activity is 0. And still this fan is on max : (

The fan is always on. The newer boards with fans that speed up as the temp rises are very new. Not all boards do that.
