active desktop problem....with an inactive white box

My brother has me looking at his computer and im stumped. There is a white square in the upper right hand corner of the screen on his windows xp machine that is about 3 in by 3 in (on a 15 in screen). It is what I would consider "inactive" as you cannot right click on any portion of it to bring up the options like to change appearance while on any other part of the desktop you can with no problem. Ive tried everything I know but to no avail. It is almost as if someone has cut a square out of the screen and you are just seeing the white wall behind it. any help would be greatly appreciated.

Right click the Desktop, choose Properties, under the Desktop tab click the Customize Desktop button, under the Web tab uncheck ALL boxes, click Apply/OK.
