CPU 100%

Hello I've recently been given a computer from my father, and have been having this problem since I began using it.

After booting the machines fine until I open pretty much any application as this causes the CPU use to jump unaccountably to very high usually capping at 100% and staying there. What's interesting is that if say I'm using my web browser the CPU will decrease to something normal say until I refresh the page or another example if I leave a song on in media player it will calm down about 20% but jump again when I change the song.

The effect of all this is that I cant run more then a couple of programs at anyone time and even then if one maxes out the CPU all the others freeze. Larger programs like games wont run at-all.

This is not limited to any programs in particular anything that's 'moving' on the system causes the CPU to increase dramatically. even if the program is doing relatively nothing. (eg. This browser window is the only thing running on the pc at the momant and I'm at 100%)

Umm sorry if that's colluded -I have been trawling forums for similar problems but couldn't find any solutions that have worked.
Its defiantly each individual program that's running up the cpu so high

Its not for example explorer.exe or svchost.exe that's sapping it.

Shouldn't be the system: intel celeron 2.80 ghz cpu 1.96 gig ram
Running XP pro service pack 3
scanned with:
PC tools
Spyware doctor
registry mechanic

Doesn't seem that it could be a virus/worm It seemed that it could be a registry or driver error of some sort I just don't know where to go from here.
