Security screen stopping internet explorer from opening

Hi there,I am running Windows Vista Home Basic on my laptop.
The problem is when i try to run internet explorer a security screen
comes up saying a website wants access using google toolbar or avg or
other programmes.You are asked to allow or deny access but it doesnt matter what i click on it wont go away and it wont let me run internet explorer.I have tried system restore because this started after i removed a programme using revo uninstaller but that didnt work.
And i have tried turning off security alerts that didnt work either.
This does not happen in safe mode.Iam new to this any ideas anyone?

Try Mozilla Firefox, or Opera.

The poor people with Microsoft earn a little extra money on the side by allowing you to install those "goodies" - and gain access to you Internet resources that you have paid for and so diligently protect.

Firefox will block Pop-ups, but is now funded by Yahoo, so it comes with all those goodies. You also have to use a number of neat "add-ons", which is neat, but the quality of these varies, and if you manage or operate other users, you have no way of tracing these.

Opera will block the Pop-ups, and comes with Google search, where Yahoo and Ask is obtain by a pull-down menu. It comes stripped as "mini", or with email client and all. In addition to this you may "skin" it, and install Java applets - "widgets".

I do not like the "Add-ons" because of the uncertainty, and prefer Opera. One neat feature is that on this site, you can tell it to identify as e.g. IE or Firefox - providing full functionality. otherwise, the CNET sites does not approve of the blocking of adverts, and make it difficult for you to download. http://forums.cnet.com/5224-6122_102-0.html?forumID=44&threadID=347160&messageID=3075912

Try resetting the Windows Firewall or ...

any other firewall you might be using to its default settings.
