Reformat or use recovery disc?

I'm having a problem with my Compaq Presario v3000 laptop. 3 months ago, my laptop's screen started getting red pixels on it and so it is just now, 3 months later that i had the money to have it fixed.
the problem:
after it was fixed, it seems that all my programs got erased and my operating system (windows XP) was gone too. the laptop was off the whole 3 months...what could have happened?
1) is it possible for me to install windows XP on my laptop without the cd-rom because the cd-rom (my xp os cd-rom got lost)? because i have the sticker indicating the product key of the original XP os that i had running...
2)do the recovery discs of the Compaq Presario v3000 include the operating system and drives needed to operate my laptop again?
3) how do i use these recovery discs i have with me? what do i do?
4)QUESTION RELATED TO #2: if the recovery disc includes my operating system and drives, can i reformat laptop using this? if yes, is it hard to reformat?
