If you are wanting to connect to the internet at your home and you have no telephone line, then most of your options are costly.. A dial-up or DSL modem connection requires a phone line.. A cable connection requires a TV cable company to provide the service for you.. If you already have a cable TV in your house, then simply contact the cable guy and ask for a cable modem to be added to your service..
If you're out in the boonies where none of those things are available, there are satellite internet options available but they're are fairly expensive.. For some, it's their only option.
If none of those options are available, then your only legal option is to visit a friend that has a service and borrow theirs...OR... find a legal internet hotspot near you where you could set up your desktop computer, but even then, you would need to make sure your Dell has a wireless internet adapter installed...
Most other options involve illegal connections that we can not discuss here on these forums.
