Max Volume

Hello, I own a Windows XP professional pc with Intel Core 2 Duo. My problem is that the max volume on the machine is not quite high enough.
I doesnt currently have speakers attached, I use headphones to listen to music and stuff. I opened the Master Volume thingy and made sure everything is at max volume and is still not loud enough.
Its definitely not a problem with a individual program as this happens on every application.

Any suggestions?

How loud is it with speakers?

On the other hand, speaker volume from the sound card is considered a pre-amp state. Very low power, it depends on the speaker's amplifier to get more volume. If the headphones have no amp, this is normal.
