Windows Xp -unable to logon to user accounts/start safe mode

Hi!
The computer in question is not mine, it is my parents. Another family member (assumingly) got a virus of some sort on the system.. and it is almost completely un-useable.
The computer is an IBM netvista, pentium 4, running windows xp.
We are unable to log onto ANY of the user accounts, with the exception of a guest account. In the guest account, there are no administrative rights to access system restore or anything of that sort. When you log onto any of the other accounts, it shows the desktop for maybe 2 seconds, then immediatly restarts the entire syestem. When you restart the system, and press F8 to run in safe mode... no option for safe mode comes up.
I am usually excellent at fixing computer problems.. however, this one seems a bit out of my league. Being as I don't know anything about how it got the virus (or what I am assuming is a virus), there isnt alot I can do.
I am worried that eventually their whole system will crash if it doesnt get help soon!
If someone can PLEASE PLEASE help me out!! That would be great.
What steps should I be taking?
How can I fix it, if there are no admin. righhts?
And with no safe mode?
Please Help!!!
