as VGA is native support from the OS.

What I suspect is that you DID NOT uninstall the old ATI card prior to installing the new one.

Follow this link and select the "Get help installing your product" link. The pages lead you through the process so the new card doesn't try to load the old drivers and fail.

You could do essentially the same by booting to safe mode and removing the graphics card from the system devices then shutting down, inserting the new card, booting to SAFE MODE AGAIN and installing the new drivers. Safe Mode loads VGA drivers. I suggest you follow the steps on the ATI site I linked you to above and save the last for an "all else failed" solution.
