USB Problems! Dell Won't Help! Don't Want to Buy a Mac!

Hi All -
I have a Dell Inspiron 600M, Running XP. I am pretty certain that all my troubles stem from the following:
Shortly after purchasing it back in 2003, took it overseas. Sitting in my hotel room in Hong Kong, put in a movie then got the famous "Blue Screen". Got connected with tech support from China. (I had the forthought of asking Dell for an overseas Tech Support Number). They did their best (language barrier) to restart and get back lost data. But since then, I've had problems when I try to add any peripherals.
It seems that every time I try to add one, I have to go into Device Manager, look for where there are the Yellow Question Marks (presumably indicating that laptop does not recognize new device), right-click and then click Update Drivers.
Today, I tried to download some pic's off my Canon camera, and it's giving me a message "Cannot Detect Camera. Check connection to camera, then retry". I've already had the camera connected in the past and have succesfully downloaded pic's.
When I plug the camera in I do not get the Plug-n-Play "Sound" as I do with my other devices. Moreover, none of my other devices (Palm treo, wireless mouse) appear in the "My Computer" window, but they do work.
I've tried several remedies posted on various forums but none have helped. I've edited the registry, changed HKEY this and that ... but nothing works. Cannot get the camera to connect.
It seems that the USB ports are not detecting the devices. What can I do to fix this problem once and for all? Is there some method to get these USB ports back to some sort of factory setting?
Please help ... I am going nuts!!
