problem with moving the arrow key up and down

On both internet explore 6 and 7 when I visit a website and press the up or down button for a couple of seconds and then release it will see go up or down. let's say I am reading a long website or a long faq and press the down arrow on my keyboard for about 4 seconds and then release my finger from the button it will still go down for a couple of seconds. This also happen when I went to play counter strike source. I tried this on notepad and wordpad and everything works fine. I also tried it on firefox and everything worked fine.
What you think the problem can be. I install the newer verison of java thinking it might have been something to do with java. Everything on my part is updated.

I am running on windows xp sp2. This is a laptop I am using this on.

open IE, go to Tools, Internet Options, Advanced tab and either check or uncheck the "smooth scrolling" choice.
