...removed the cover off the computer tower, blown out all the dust and junk inside with compressed air,(especially around the fans), and you've done this every six months or so, making sure the fans are working correctly, and then pointed a house fan at the computer innards to insure the air is moving correctly?
IF you've done that, have you also looked for swollen or bulging capacitors on the motherboard? Prolonged heat can cause such problems and make the computer shut down or restart frequently.
And if all of that is fine, then the next step is to replace the power supply..

Just a thought here... I have seen such problems occur from viruses and spyware... If you haven't run full system scans with multiple antivirus and antispyware tools, please do so. Usually, there is evidence of such activity by checking the "Event Log" on Windows 2000 and XP machines..
