my desktop doesn't fit my screen

Computer details: HP laptop, windows 2000 pro, pentium 3

I had my hard-drive replaced recently and windows re-installed. Since I got it back, theres been a black outline that I can't click on. I don't have any screen resize bottons. Any help is appreciated.

Right click on the desktop anywhere the is NOT an ICON. Go to properties and change the resolution to a higher resolution until everything fits.
