USB 2.0 Flash Drive / Windows can't find driver

HP 6630, W98SE, 64MB RAM. I purchased a new computer and I am trying to copy files from this computer, HP6630, to my new one. I purchased a PNY Attache', USB 2.0 Flash Drive to copy and transfer files, but I can't get Windows to locate the driver. I downloaded the driver files from PNY'S web site and followed their instructions, but Windows keeps telling me that it is unable to locate a driver for this device.
I opened Device Mgr. and under "OTHER DEVICES" it shows "a YELLOW question mark, and USB Disk25X" which is the device for the Flash Drive. When I click on "Properties" it states that the driver is not installed (code28). I clicked on "reinstall driver" and selected C:\program files\PNY\attache 2.0, and I keep getting message that Windows is unable to locate driver.
I went to PNY's web site for support and one of the FAQ's said to check in BIOS to see if "USB controller option" is enabled. Well I rebooted PC and got into BIOS but was so confused as to how to find this out I exited.
Can anyone give me step-by-step instructions to check if the USB controller option is enabled, and any other help to get this driver installed?
