If you look at tomshardware's best video cards for the money you often find that the first model which is under 99 bucks may and often does best those old dual video setups.
If I was to do such a thing today and didn't want the new Mac Pro which is quite nice for HD video work, I'd get the usual 16 or 32GB RAM, Core i7 based desktop with a card from the list. HDD would be some hybrid for speed and space.
This is not as much as it was recently and can upset those with old boxes.
