.part extension is normally hidden from user's view. It also can be left behind from a prior cancelled or corrupted download. When a download is initiated, it does not come in as the entire file, and a .part extension is created, and it is normally a temporary file that is automatically removed when the file download completes with the full downloaded file.
Check your file system properties to see if default settings are applied for all folder properties. (You didn't say what operating system you run, so cannot give specific details/instructions on how to do that.) If not default, reset to default settings and reboot.
FileASSASSIN will work too. Don't ever use it on normal Windows system files, or you will regret it.
