Connecting to files causes internet to crash

Lately, every time I try to upload or download anything on any browser (I've tried Chrome, Firefox and IE) or Skype, the internet program crashes. It does no actual harm, as I can start it back up with no problems. However, being a college student means I am going to have to upload and download notes and assignments at some point, so I really need this issue fixed.
For example, if I find an image I like and try to save it, after clicking "save image as" the window will pop up but before I can select any folders everything freezes for a moment before the browser crashes with the little crash dialogue box and all. After that, I can restart it with no problems as long as I don't try to download again! A similar thing happens with uploading too. Crashes when the files window opens.
I have already tried clearing all my history, scanning my computer (avast and norton), defragmenting, cleaning my registry (ccleaner) and even system restore but to no avail. And here's the real kicker: It does it in safe mode too. Meaning the issue must be with Window's most basic functions.

It's around three years old and the warranty is passed
