Google Doc alternative

While at work, I coordinate a staffing chart of events and assignments that is run through a private/shared Google Doc. The Doc is periodically blasted out to an email contact group with updated assignments and is available to our intern team to sign up.
For security reasons, I set myself as the only potential editor, and users can right click and 'add comment' with their name to sign up for events. I then, in turn, make the final assignment edit on the chart.
I realize this is a weak system - but I am unaware of other options.
We have an intern team of ~50 people in two markets. I am interested in using a staffing system which is more efficient.
Any and all help is appreciated. Would love to learn of some more options available for staffing purposes, whether free or subscription based.
