Just a couple of thoughts...
1. Do you have firewalls installed? Windows XP has the "Internet Connection Firewall" (ICF) which could be enabled? If you've got two of them enabled, that's even worse.
Check for the ICF firewall by opening the Control Panel, double click on the "Network Connections" icon, RIGHT click on the specific dial-up connection you're using, choose "Properties". When that loads, click on the "Advanced" tab and check to see whether the "Internet Connection Firewall" box is CHECKED or UNCHECKED.
2. Do you have a version of Java installed? Windows XP doesn't include Java and upgrading to it may have caused the Win98 version to be removed. Try installing Sun's newest version of Java from the link below:
Click on the link above, scroll to the "Download J2SE v 1.4.2_04 " section and under "JRE", click on the "Download" button to the right of "32-bit/64-bit for Windows/Linux/Solaris SPARC 32-bit for Solaris x86". At the next page, "Accept" the license, then click on the "Continue" button to advance to the next page. In the "Windows Platform" section, choose your option for download. (I prefer using the "Offline Installation" to download the full package to your desktop. It's a larger file but will allow you to reinstall at your leasure. It's up to you.) Once it's on the desktop, scan it with your antivirus (just to be sure), then shut down all background programs, including your antivirus, then double click the file to install it.
