Joey,
If this folder is the "System32" folder, then please look in the registry for an entry at the path below. (Before making any changes there, be sure to make a backup of the registry, just in case you make some changes that you don't like.)
HKLM,Software\Microsoft\Windows\CurrentVersion\Run, or
HKCU,Software\Microsoft\Windows\CurrentVersion\Run
Look for an entry on the right side that has no value, or is indicated as below:
@=""
If it's there, delete the entry, save and close the Registry Editory. Restart the machine.

If that doesn't take care of the problem, then try this:
Open the MSCONFIG utility (Start/Run type in MSCONFIG click OK) and deselect (uncheck) the /L:ENG entry from
the STARTUP tab, click Apply, click OK and restart your computer.
