Do "Register Cleaners" really clean?

I periodically exercize a few applications to keep my computer "clean." The ones I use are Registry Mechanic, SpyBot, Registry First Aid, Norton Utilities, Reg Hance, and Hijack This. (Ohyes, AdAware, Zone Alarm, Norton One-Button Checkup, too.)
Almost every time I exercize those programs, it seems that they find the same stuff over and over (except AdAware).
When those programs report that problems are "fixed," does it mean that the registry has been permanently cleared of the offending entries?
I can't believe that I get infected/attacked by the same things over and over, especially because I think I'm being much more careful about where I go.
Do the "fixed" remnants remain in the registry only to come alive again?
I hope I have formulated this question in an understandable way.
